How it's calculated:
Standby Capacity = (Available Crews ÷ Total Eligible Crews) × 100%
Available Crews: Crews with status "At Post" or "Roaming"
Total Eligible Crews: All crews with operational roles

- General Crews
- Forward Commander(s)
Excluded from Calculation:
- Manager(s)
- Commander(s)
- Client Liaison(s)
- Communications Officer(s)
Status Definitions:
- At Post: Ready and stationed at designated location
- Roaming: Mobile and available for assignment
- On Case: Currently assigned to an case
